报告题目：Tariff and Non-Tariff Measures: Trade Policies Mix and Match

【内容简介】

This paper studies the relationship between tariffs and non-tariff measures (NTMs). Based on estimated ad valorem equivalent of NTMs at product level with bilateral variations, this paper shows that overall tariffs and NTMs are policy substitutes, and the degree of substitution depends on the characteristics of the importing countries, exporting countries and products. High-income importing countries tend to substitute NTMs for tariffs.  The degree of substitution is also higher for products with consumption externality such as agriculture and food products. Tariffs and NTMs are substitutes for country pairs engaged in deep trade agreements or products in global value chains. These findings are rationalized in a simple terms of trade model where the government chooses tariff and NTMs to maximize social welfare, with the objective to reduce consumption externality.

解恩泽，北京大学国家发展研究院2019级2024届博士研究生，主要研究领域包括：国际经济学、劳动经济学和发展经济学。研究成果发表于《经济学（季刊）》、《数量经济与技术经济研究》和《国际商务》等。另有多篇中英文文章在Journal of International Economics, Journal of Development Economics, 《管理世界》和《金融研究》等修改后再审，荣获第二十三届中国经济学年会博士毕业生“学术新星”。
